Cleaning Services - Shipston High School

The site. A single secondary school of approximately 4,315 m² of printed in-scope floor area across three blocks, together with a sports hall building of approximately 1,175 m² delivered under a 2025-26 expansion. A room-by-room schedule of floor surfaces, an out-of-scope list and a sanitary provision schedule are issued with the tender documents.

The service. Fully managed: routine cleaning over a 40-week service year, periodic, holiday, deep and non-routine cleaning including high-level work, on-site supervision, labour, equipment, materials, quality assurance and reporting. Washroom consumables are to be priced both as a School-supplied and as a Contractor-supplied option.

Points tenderers should note. Timber and sprung timber floors account for 616.6 m², 14.3 per cent of the in-scope area, across five areas including a sports floor and a floor in a food-consumption area. The estate contains 58 WCs, 56 wash basins and 20 showers. There is no site access at weekends or on bank holidays. The sports hall building is not expected to be available before the new year and is priced separately.

Workforce. A TUPE service provision change is anticipated, involving eight employees across two transferors - seven employed by the outgoing contractor and one employed directly by the School. One employee is an active member of the Local Government Pension Scheme at an employer contribution rate of 18.4 per cent. Approach to award. The School is procuring a properly resourced service that is correctly priced. Evaluation weights quality, staffing model, supervision and mobilisation alongside price.
