FW Supply & Deliver - 11kV Indoor Switchgear - Multi Site 0637

Scottish Hydro Electric Power Distribution plc and Southern Electric Power Distribution plc (SSEN) intends to establish multi-supplier Framework Agreements for the design, manufacture, testing, supply and delivery of 11kV indoor metal-enclosed primary switchgear for use across the SSEN Distribution network.

The Framework will support asset replacement, network reinforcement, customer connections and strategic investment programmes throughout the remainder of ED2, ED3 and the early years of ED4. Current planning assumptions indicate forecast demand of approximately 2,600 switchgear panels over the anticipated Framework lifecycle, although these volumes are indicative only and no minimum volume or value of work is guaranteed.

The procurement is structured across four lots:

Lot 1: Conventional CT/VT Fixed-Pattern Switchgear

Lot 2: LPIT-Enabled Fixed-Pattern Switchgear

Lot 3: Conventional CT/VT Withdrawable Switchgear

Lot 4: LPIT-Enabled Withdrawable Switchgear

The Framework will support SSEN's wider switchgear standardisation strategy, intended to improve affordability, manufacturing efficiency, security of supply, supply-chain resilience, lead-time performance and whole-life asset value through increased standardisation and product rationalisation.

Fixed-pattern switchgear remains SSEN's preferred architecture and is expected to account for the majority of Framework demand. Dedicated withdrawable lots have been included to support specific project requirements and future network investment needs.

The scope may include, but is not limited to:

- 11kV indoor metal-enclosed primary switchgear;

- fixed-pattern and withdrawable switchgear assemblies;

- conventional CT/VT and LPIT-enabled instrument transformer solutions;

- protection and control interfaces;

- manufacturer testing and certification;

- technical support and engineering assistance;

- installation and commissioning support services;

- training, warranty and after-sales support;

- spare parts and lifecycle support; and

- associated software, firmware, cyber-security support and obsolescence management activities where applicable.

Applicants may apply for one, multiple or all lots. Framework appointments and subsequent call-off opportunities will be awarded in accordance with the procurement documents.
