QQ26043 - Interchange Land Assembly - Land Acquisition and Agency Services

The Council seeks specialist consultancy support in relation to the potential acquisition, assembly and control of strategic landholdings immediately adjacent to the Wolverhampton Interchange. The purpose of this commission is to support the City of Wolverhampton Council (CWC) in assessing and securing positions in respect of six key land parcels under the ownership and control of three principal landowners.

The appointed consultant will provide targeted early-stage feasibility, development and land assembly advice to support the delivery of the Interchange Quarter regeneration programme. The commission will focus on identifying opportunities, assessing constraints and de-risking future development proposals, with the overarching objective of residential and mix use.

Key Requirements

The consultant will be required to undertake, but not be limited to, the following activities:

1.Preparation of early-stage options appraisals and valuation assessments to inform the Council's land assembly and acquisition strategy.

2.Baseline site analysis, including review of planning, ownership, title, utilities, access, physical constraints and heritage considerations.

3.Initial development capacity testing and high-level master planning to assess development potential across the identified sites.

4.Early-stage design optioneering, including massing studies and density testing to determine viable development scenarios.

5.Targeted heritage, environmental and development risk assessments to support feasibility analysis and inform decision-making.

Required Outputs

The commission is expected to deliver the following outputs:

•Site-specific options appraisals, including indicative land valuations and acquisition considerations.

•An initial masterplan framework setting out potential development scenarios and land-use options.

•High-level housing capacity assessments and density assumptions for each site.

•Identification and assessment of key development risks, constraints and delivery challenges.

•A robust evidence base to inform future business cases, investment decisions, funding applications and regeneration delivery planning.

Objectives

The primary objective of this commission is to provide the Council with the evidence, analysis and strategic advice necessary to support land acquisition and assembly decisions, reduce development risk and establish a clear pathway for the delivery of the Interchange Quarter regeneration programme.
