Description
Newport City Council invites tenders for the design, supply, and installation of a fully refurbished Children’s Library space within Central Library, John Frost Square, Newport.
This project will transform an outdated, inaccessible and uninspiring environment into a modern, flexible, inclusive and sustainable cultural space that:
• Enhances literacy, play and wellbeing
• Supports children, families and school use
• Meets the needs of neurodivergent children and those with SEND
• Contributes to environmental sustainability and long-term asset value
Approach to Specification
This specification is intentionally performance- and outcome-based, encouraging innovative design solutions rather than prescribing exact layouts .
Suppliers are expected to:
• Propose creative, evidence-based solutions
• Demonstrate value for money
• Incorporate sustainability, accessibility, and flexibility.
NB: All work must be completed prior to the 28 February 2027.
Site visits will be held on Monday 27 July 2026 and will be individual supplier sessions. Suppliers who wish to attend the site visits must request to do so through the Council's tendering portal, etenderwales. Suppliers who attend Central Library without an appointment will not be seen.
