Description

WRAP is seeking proposals from a highly experienced international expert to provide strategic technical advice and quality assurance for the Plastic Reboot programme's global Policy and Extended Producer Responsibility (EPR) workstream.

Plastic Reboot is a global initiative supported by the Global Environment Facility (GEF), co-led by UNEP and WWF, and implemented in partnership with UNDP and UNIDO. The programme supports governments across Africa, Asia, Latin America and the Caribbean to accelerate circular economy solutions and policy interventions that address plastic pollution. Under contract to UNEP, WRAP leads the global Policy and EPR workstream, developing practical guidance, facilitating technical exchange and supporting countries to strengthen enabling policy frameworks.

The successful consultant will provide strategic technical advice to strengthen the quality, relevance and practical applicability of key programme outputs. The role will include reviewing and shaping technical guidance, advising on emerging international policy developments and best practice, ensuring outputs are applicable to Global South contexts, and contributing to webinars and technical working groups with participating countries.

This opportunity is suited to an internationally expert with a PhD in a relevant discipline and a minimum of 20 years' professional experience in environmental policy, plastics and packaging policy, circular economy, waste management or Extended Producer Responsibility (EPR). The successful candidate will have extensive experience advising governments, particularly in Global South countries, on the development and implementation of plastics and packaging policy, including governance, financing, enforcement and social inclusion considerations. They will also have a proven track record of developing evidence-based policy recommendations for governments and international organisations, combined with excellent written and verbal communication skills.
