This procurement follows the withdrawal of an earlier tender exercise (where market engagement was carried out as part of that tender exercise). Whilst the intention had been to resume the current procurement, this is not feasible within the structure of the original tender exercise and so Team Leidos determined that re‑starting the procurement, rather than un‑pausing the previous exercise, was the most appropriate approach in accordance with the Procurement Act 2023. No further preliminary market engagement has been carried out in advance of the re‑issued procurement, and accordingly no Preliminary Market Engagement Notice has been published, as permitted under sections 16 and 17 of the Procurement Act 2023.
