Line of Business System - Market Engagement

Milton Keynes City Council (MKCC) ('The Council') is seeking to engage with suppliers in advance of a future procurement exercise for a cloud-based Regulatory and Operational Case Management Platform.

The Council currently utilises a legacy case management solution across a range of services and is exploring replacement options that will support future service delivery, digital transformation, mobile working, data management and reporting requirements.

The Council is seeking a modern Software as a Service (SaaS) solution capable of supporting multiple service areas through a shared platform and data model.

Services anticipated to be within scope include:

• Environmental Health

• Environmental Crime

• Trading Standards

• Licensing

• Private Sector Housing

• Emergency Planning

• Other related operational and regulatory functions

The Council's preferred approach is a single corporate platform, although modular solutions from a single supplier may also be considered where they provide integrated functionality and a seamless user experience.

The platform is expected to provide functionality including:

• Case management

• Inspection management

• Investigation management

• Licensing management

• Enforcement management

• Document and evidence management

• Workflow and task management

• Mobile working capability

• Reporting and dashboard functionality

• Information governance and retention management

• Officer safety alerting

• Integration with existing corporate systems

• Data migration from an existing legacy system

The Council is particularly interested in understanding how suppliers can support:

• Cross-service working

• Shared premises and entity records

• Mobile and field-based operations

• Cloud-first delivery models

• Integration with GIS, LLPG and other corporate systems

• Future use of automation and artificial intelligence

• Flexible configuration without supplier dependency

The Council intends to hold a supplier engagement session via Microsoft Teams.

The purpose of the event will be to:

• Share the Council's objectives

• Present high-level requirements

• Understand market capability

• Explore implementation approaches

• Gather supplier feedback on proposed procurement routes and contract structures

This market engagement exercise is intended solely to gather information and understand market capabilities. Milton Keynes City Council may, at its discretion, use or choose not to use any information received during this exercise when shaping future procurement requirements.

This engagement is not an invitation to tender, a call for competition, or a commitment by the Council to undertake any procurement or award any contract. Any future procurement opportunity will be advertised separately and conducted through an appropriate procurement process.

Interested suppliers are invited to participate in a market engagement event where the Council will present its current position, emerging requirements and procurement approach.
