Provision of Waste Collection and Street Cleansing Services

Buckinghamshire Council (the ‘Contracting Authority’ in this tender notice) intends to procure a single provider to deliver integrated Waste Collection and Street Cleansing Services across the administrative area of Buckinghamshire, to include waste transfer station services, materials management services and workshop services. These services are critical to the day-to-day operation of the county and support residents, businesses, visitors, and local communities. The service operates at significant scale, with approximately 627,000 waste collections undertaken each week, serving around 245,200 properties across Buckinghamshire. The Contracting Authority is seeking a suitably experienced and capable provider that can deliver safe, resilient, efficient, and high-quality services throughout the contract term while supporting the Contracting Authority’s objectives in relation to environmental performance, customer satisfaction, operational effectiveness, and value for money.

The Contract shall include the following Services:

• Household Waste Collections (residual, dry recyclables, garden waste, food waste)

• Clinical Waste and Sharps Collections

• Household Bulky Waste Collections

• Commercial Waste Collections

• Street Cleansing Services

• Waste Transfer Station Services

• Workshop Services, and

• Materials Management Services

The Contract includes a Service Change Option (exercisable at the Contracting Authority’s discretion), to enable a harmonised twin-stream recycling collection model for all residents.

The Contractor will be required to procure new vehicles suitable to deliver the Services on behalf of the Contracting Authority. The Contracting Authority intends to provide capital funding for the purchase of new vehicles in line with the processes set out in the Contract and associated Schedules provided in the associated tender documents.

The Contracting Authority will provide the Contractor with sites to deliver the Services, in accordance with the terms of the draft Leases provided in the associated tender documents.

Please note that the value of the contract (estimated) provided in this Tender Notice is in relation to the maximum contract period. The estimated value and allows for indexation and includes vehicle replacement and container costs throughout the maximum contract period.
