Highways and Street Lighting Term Service Contracts
Description
Following the extension of the Highways Term Service Contract and the Street Lighting Term Service Contract (see Voluntary Transparency Notices Ref: 2024/S 000-010973 and Ref:
2024/S 000-010976 respectively via PCR 2015) the London Borough of Hillingdon is seeking to procure Term Service Contracts to commence from April 2026.
A Prior Information Notice (PIN) was published on 2nd Sept 2024, seeking expressions of interest for future pre market engagement. ( Ref: 2024/S 000-027847) via PCR 2015
This PIN was to inform prospective bidders of LB Hillingdon's intention to commence the procurement in May/June 2025 and a as result supplier pre market engagement sessions are underway and the outcome with be detailed in a Pre Market Engagement Notice (UK2)

A.Capital Investment works inc;
Council road safety, congestion alleviation and parking management capital schemes
Capital schemes funded from Transport for London (TfL) for Local Implementation Plan (LiP)
Externally funded on/off highways works
Council off- highways works such as HRA repairs, depot repair
B. Routine & reactive term service works;
- Cyclical gully cleansing / planned ditch clearing
- Reactive maintenance- potholes repairs, footway defects, street furniture
- Installation of new domestic & heavy vehicle crossovers
Street Lighting Term Service contract overview;
A.Capital Investment works inc;
- Column Replacement Programme
- Structural testing
B.Terms service works;
- Routine maintenance, inspection, maintenance and testing of street lighting & traffic signs, bollard & traffic sign cleaning
- Non-routine maintenance- street lighting & traffic signs inc emergency calls outs and on-going fault repairs
- Night scouting
- 24hr emergency call out facility
- Fault report management
