Syria Independent Monitoring 3 (SIM 3)
Description
The FCDO needs monitoring, research and learning for the purpose of accountability to ensure FCDO funding in Syria is being used as intended and ensure that our portfolio continues to deliver impact at scale, reaching those in most acute need. The current FCDO Syria portfolio spans humanitarian, education, livelihoods and CSSF programming, alongside diplomatic activities, and policymaking. However, due to security risks, FCDO has not been based in country since 2015. FCDO Syria manage programmes remotely from the region and the UK, and staff are unable to directly monitor the delivery and quality of these projects.
The purpose of this programme is to verify results reported by implementing partners through independent third-party monitoring and the generation of new evidence and analysis to inform programme planning, delivery, and risk management in this complex context.
