Framework to upgrade existing buildings in Surrey for residents, particularly those who are vulnerable to high energy costs and poor health outcomes, and who currently live in substandard housing. These works from the Framework will look to improve energy efficiency, reduce carbon emissions

As part of Central Government's Warm Homes Programme, SCC submitted an expression of interest to DESNZ in December 2024 for the successor fund to HUG 2 called the Warm Homes - Local Grant (WHLG) which was successful and allocated a record sum for SCC of £13.9 million of grant funding, to be utilised across the next three financial years.
