Transforming Access to Climate Finance in Somalia

The contract will provide technical assistance to ensure Somalia is progressively

better positioned to mobilise, manage and coordinate increased flows of climate

finance. It will focus on advising the Federal Government of Somalia on how best to

operationalise an appropriate and well-structured National Climate Fund, with clear

and inclusive governance arrangements, effective coordination mechanisms and

transparent fiduciary systems. The focus will be on establishing practical institutional

arrangements that can function reliably and build confidence among national

counterparts and development partners.

The programme will advise on approaches to expand access to climate finance from

multilateral funds, strengthen engagement with Somali private sector actors and

wider civil society, and enhance national capacity across all relevant national

stakeholders to prepare and advance a coherent and inclusive pipeline of climate

relevant initiatives.
